Expression of Interest

The Government of Indonesia through the Ministry of Religious Affairs (MORA) has received a loan from the Asian Development Bank (ADB) toward the cost of Loan 2294-INO (SF): Madrasah Education Development Project (MEDP). The Borrower intends to apply a portion of the funds to eligible payments under the contract for Management of Provincial Coordinating Unit (PCU) and District Coordinating Unit Staff (DCU) and pre-financing payment of salaries to them.

Objectives:

Main objective is to recruit a consultant firm to Manage PCU and DCU staff comprising 89 persons, organizing and pre-financing the timely payment of salaries and other related expenses.

Scope of Services:

The selected Management Consultant firm shall help MEDP in the overall management of the contracted PCU and DCU staff, pre-financing the payment of their salaries and other related eligible expenses each month, submitting monthly and quarterly reports and performing any other related activities agreed under the terms and conditions of the Contract. All payments (both salary and non-salary payments) will be made by the firm in accordance with the conditions and regulations of GOI and procedures MEDP funds, through pre-financing. The Consultant Firm will be responsible for keeping records of all financial payments, in accordance with Government audit requirements, including participants’ attendance, and preparing financial reports with acceptable evidence, and in format required by EA. The Consultant Firm shall submit all bills and required documents related to payments made by the Consultant Firm to relevant GOI authorities for reimbursement. The Consultant Firm will initially engage all consultants currently contracted by EA, and shall also be responsible for monitoring the performance of these personnel in collaboration with the EA. However, final decision-making on any changes or replacements will be made with approval of the EA.
